The purpose of the Leyte Ecological Industrial Zone (LEIZ) is to establish a zone covering an area of 10 sq. km (or about 1,000 hectares) across the cities of Ormoc and Tacloban, and the municipalities of Isabel, Merida, Palompon and Villaba of Leyte Province, that will cater to the copper industry and other manufacturing and service businesses. The locators and the zone management shall seek to enhance environmental, economic, and social performance through collaboration in managing environmental and resource issues. The vision for LEIZ is to encourage the clustering of copper-related manufacturing activities anchored on the Copper Industry Roadmap (CIR). The clustering is expected to cater to the development of downstream copper industries and the enhancement of the copper industry value chain such as copper wire rods, bars, sheets, strips, and brass, bronze and other alloys of copper.
The Terms of Reference (TOR) for the preparation of the Master Plan for the establishment of the LEIZ was completed in December 2017. The consultancy service for the preparation of the Master Plan is for awarding.
There are basically two (2) options to start the establishment of the proposed ecological industrial zone, namely: 1. Expansion of the Leyte Industrial Development Estate (LIDE); or 2. Establishment of a new industrial zone in the area of Palompon and Merida in Leyte. Either way, there is a need to determine the role of the National Development Company in the overall development plan of the LEIZ. Given the scope of the project (in terms of size and target industries) there is also a need to come up with a comprehensive Master Plan to come up with the appropriate development plan and technical designs for the LEIZ.
